3. Original Methods and International Adoption

The most distinctive contribution: of eight original optimization algorithms, three — JSO, FBI and ED — have been formally included in international third-party open-source packages, totalling 8 distinct packages and 9 inclusions across the R and Python scientific-computing ecosystems, each exposed as a public API. This means the methods themselves are in active use by the international community, not merely cited.

ESI Highly Cited Paper (2023); ranked first among the journal's most-cited articles of the preceding three years for three consecutive years. Implemented as search_jellyfish() in the R CRAN package tourr.

FBI international extension

EFBI by Kaveh's group

Professor Ali Kaveh, a leading authority in structural optimization, developed an enhanced variant published in Computers & Structures (2021) and as a Springer book chapter (2022).

ED diffusion speed

Three independent variants in a year

MSEDO, LMEDO and CAED were developed by independent groups within roughly a year of publication, appearing in Scientific Reports and Biomimetics.

A Scopus citation search, screened case by case to exclude co-authors, further identifies more than 15 independent research groups developing improved variants, concentrated in energy and power systems.

5. Leadership, Talent and Public Value

Academic leadership

Program Director for Civil and Hydraulic Engineering at the NSTC Engineering Division; President of the Taiwan Construction Management Association (2024–); NSTC Merit Research Fellow, terms I and II (2023–2029); Section Editor-in-Chief and editorial board member of several international journals.

Talent development

More than 150 graduate students supervised, from Taiwan, Vietnam, Indonesia, Thailand, Myanmar, Ethiopia, Somaliland and Belize; 9 doctorates completed and 7 in progress. Students have earned more than 100 best-paper, thesis, research-grant and innovation-competition honours.

Engineering and governance

Leads the Huaxia campus microgrid (229.68 kWp solar PV, 2 MWh storage, 400 kW backup generation, two 100 kW DC chargers, EMS/AiEMS); directed the restart of the NT$1.1 billion Hsinchu campus construction, recovering NT$35 million in performance bonds and NT$80 million in advance-payment guarantees, with a claim exceeding NT$200 million dismissed in full at first instance.

6. In One Sentence

From original theory to international adoption and public value. Professor Chou has built an internationally recognisable methodological system of eight original optimization algorithms, three of which are now standard tools inside international open-source packages. The same methods are deployed in bridge maintenance, site safety, engineering-law decisions, building energy and campus microgrids, and extend further into national disciplinary governance, professional-society building and cross-border talent development. Originality, engineering utility and public contribution reinforce one another across a complete and verifiable record.
